don't want to download anything? if you have Netscape you can use composer to make simple web pages. if you have an old IE 4.0 cd or disc set around, it has FrontPage Express on it. Or when you do service packs on Win updates, chose CUSTOM! and select front page express there :) now free downloads ~ these are some of the free ones.... many regulars in YCH use and recommend and will help the casual comp user create professional looking results. comments always being updated! and incomplete.... most downloads are a MB or so. ! small enough to try more than one. some maybe shareware! so be warned. * under construction * some other cool page building toys ~ all small .....all worth having and as always, just don't download one program and bolt, check around, they often have several other great free downloads.
oh and what do i use? i use them all at some point, to test and play with, but come back to FP ~ i know where everything is... see below disclaimer for a chart of sorts..... my friends and i have a code help page too! have some extra bucks? or willing to try making a page on shareware? i say willing , because once you make the site on the tool, and get used to it.... it wont be available after a period of time. and either you learn a new tool, or pay the registration fee.

these seem to have tons of toys.. some may even have flash tools.
as with any program or tool, take some time and down be afraid to click buttons. play with the options and explore what the builders have. the best way to learn ~ is to check the toys.. and read the help.
