still have your desktop icons? click on my computer, 

then control  panel, then taskbar and start menu.  

make sure that AUTOHIDE is not checked.

good luck!  and if these don't work to restore the taskbar... use the cntrl esc one to get you to the shutdown, and reboot....... that may fix it too.

one thing you can try.....

hit ctrl and esc keys together, you should get the start menu to pop up, then you can select SETTINGS, then TASKBAR and START MENU

then check the autohide  status

some suggest that you right click in center of desktop-

it will  give you a pop up..... 

on the pop up click REFRESH

still no good? make sure it is not just hiding.....

do you see a long narrow line all across the bottom of the screen?

all you need to do then is just take your mouse and hold over that line until you see a DOUBLE arrow. then pull it up

Don't pull up too far! or you end up with a double taskbar. but! if you have a lot of items in the task bar and quickstart, you might like this
